2. CODES AND STANDARDS

The materials and equipment under this Tender Document shall be designed, manufactured and supplied in accordance with applicable Ukrainian laws, codes and regulations, and shall conform to the respective European and international standards. In case of discrepancies between state and international standards, preference shall be given to the standards with stricter requirements.

The references to specific Ukrainian standards does not prevent from complying with the corresponding EN standards.

All materials significant for the proper functioning of the system shall possess stable properties during the service life of the system, considering the temperatures and other actions to which the material will be exposed. Fatigue, creep and ageing shall be considered in this context.

All components and equipment included in the delivery shall be certified to be used in Ukraine and be free of ODS (ozone-depleting substances) and CFC/HFC (chlorofluorocarbon/ hydrofluorocarbon) during both manufacturing and operation.

Directive 97/23/EG on the harmonisation of the laws of the Member States relating to the making available on the market of pressure equipment.

 

Materials and equipment manufactured abroad and imported to Ukraine shall have certification of conformity to the Ukrainian DSTU standards.

If the Participant applies the standards and codes other than the above-mentioned, an official statement confirming that that the applied standards guarantee better or equal quality of the materials and equipment supplied under the Contract shall be included in the Tender.

 

3. DOCUMENTS TO BE SUBMITTED BY THE CONTRACTOR

 

Participants must submit documents confirming the compliance of the bidder's Offer with the

specified technical, qualitative, quantitative and other requirements for the subject of procure-

ment, namely:

LOT 1, pumps:

1. Certificates of Conformity for pumps, proposed for execution of the Contract as per Order No.28 as of 01.02.2005, as revised on 22.01.2016, “Upon approval of a list of products to be compulsorily certified in Ukraine” (http://zakon1.rada.gov.ua/laws/show/z0466-05). Information about certification in Ukraine, certification requirements and conditions may be found at http://ukrsepro.kiev.ua.

2. Technical passport or other document provided by the Manufacturer confirming the technical data of the equipment. The technical passport or other document provided by the manufacturer must contain the following graphic characteristics:

–  dependence of the created head (m) on the pump flow (m3/h);

–  dependence of hydraulic efficiency (%) on pump flow (m3/h);

                –  dependence of power consumption on the shaft (kW) on the pump flow,

                    (m3/h).

3. Graphic characteristics must be confirmed by the online selection program of pumping units on the official website of the Manufacturer.

4. Official confirmation from the manufacturer that the production facilities where the equipment is manufactured are certified according to the DSTU ISO 9001: 2015 and incorporate a stand for hydraulic testing.

5. Letter from the equipment Manufacturer confirming the compliance of the characteristics of the pumping unit with the tests on the stand for hydraulic testing.

6. Technical passport (or other document provided by the manufacturer) for the electric motor with which the pump is aggregated.

7. Letter from the Manufacturer, its subsidiary or official representative in Ukraine that the equipment is supplied in its original packaging and is completely ready for operation

8. Letter from the Manufacturer, its subsidiary or official representative in Ukraine that the equipment is CE marked in accordance with applicable European directives.

9. Letter from the Manufacturer, its subsidiary or official representative in Ukraine that the warranty period for the equipment is at least 24 months from the date of delivery or commissioning by a specialist of a certified service center authorized by the manufacturer's representative

10. Letter from the manufacturer, its subsidiary or an official representative in Ukraine stating that the pumps are standard (serial), and not of individual manufacture, and have a complete technical description in the authentic catalogs of the manufacturer (electronic, paper and selection program are available on the manufacturer's website), confirming all hydraulic and electrical parameters of the pump, under the following conditions: "liquid - water".

11. Document confirming the status of the Participant as a manufacturer or official representative (dealer, distributor, etc.) of the Manufacturer, or a subsidiary of the Manufacturer, or its official representative in Ukraine (add the Official Letter from the Manufacturer, its subsidiary or official representative in Ukraine, confirming the status of the Participant and his responsibility of the supplied equipment).

12. Letter from the manufacturer, its subsidiary or official representative in Ukraine, about the availability of a certified service center authorized by the manufacturer for prompt warranty and post-warranty maintenance of equipment. The official letter must indicate the address of the certified service center, the distance from which should guarantee the response time to the Customer's request no more than 8 hours.

 

LOT 2 electric distribution cables:

1. Declaration of conformity of products offered by the Participant for supply;

2. Passport and operating instructions;

3. Certificate of dealer, manufacturer's representative and/or cooperation agreement with the manufacturer and/or other document confirming the relationship between the manufacturer and the participant;

4. Letter of authorization from the Manufacturer of the Goods with reference to the tender number and confirmation of the provision of an official warranty for products for a period of at least 24 months, as well as the fulfilment of other obligations related to the timely delivery of quality products.

 

4. ELEMENTS AND MATERIALS SPECIFICATIONS

Supplied equipment and materials (pipes, accessories) should not be manufactured earlier than 2022.

These specifications provide “minimum” requirements. Participants are also encouraged to quote items that have substantially equivalent or better characteristics.

All equipment and materials shall be of industrial grade and of standard construction, sturdy design and manufacture.

All parts in direct contact with various environment shall be completely resistant to corrosion, or abrasion by these environment.

Particular attention shall be given to the prevention of seizure by fretting where two corrosion resistant metals are in contact, by the selection of materials of suitable hardness and surface finish and the application of lubricants.

Equipment should not be manufactured earlier than 2022.

Equipment must be new.  Equipment should be equipped with reverse flanges, gaskets, bolts, nuts and washers.

An information sheet (label) with data on the place of delivery and the final recipient must be affixed to the packaging of the pump and electric motor in a prominent place, and to the equipment itself. The info sheet (label) must be protected from possible exposure to moisture.
